Links not showing up on site...

Here is the error message i'm getting:

Why is it doing this and how do I fix it?

It seems you're missing linkstemplate.tpl or you don't have the right perms
set on it.

I just chmoded linkstemplate.tpl to 777 and it still isn't working...

unfortunately I can't help you more than that.
its obviously an error on your side but I can't know what you're doing wrong.
Try with a clean install and it should work, otherwise something on your server is misconfigured.
